The Apex Cares Housing Rehabilitation Program helps residents stay safe, secure, and comfortable in their homes by providing critical repair assistance to those who need it most. The Town of Apex contracts with Preserving Home to assist income-eligible residents with needed repairs that keep their homes safe and sanitary, fix structural conditions, help residents age in place, and improve accessibility for persons with disabilities. The program offers financial assistance across four categories:
1. Substantial Rehabilitation
Repairs to two or more faulty systems such as heating and cooling systems, electrical, plumbing or structural problems. Structural repairs may include roofs, porches, joists, columns, beams, doors, windows, and sills.
Eligible Housing Types: Single-family detached, condominium, townhome
Maximum Assistance: Up to $40,000 in a loan*
Qualifying Households: Must be a homeowner of at least 3 years, no age restriction
* Loans are deferred payment with 0% interest, and are forgiven after five years unless the borrower defaults. Default occurs if the property is sold or transferred, or if the borrower ceases to reside at the home prior to end of the loan term. In the event of default, the outstanding balance will be due and payable to the Town.
2. Urgent Repair
Repairs to one condition in the home causing immediate or near danger. Examples include heating and cooling systems, roof hazards, electrical, plumbing, or structural problems that without immediate repairs may cause danger.
Eligible Housing Types: Single-family detached, condominium, townhome and manufactured home
Maximum Assistance: Up to $15,000 as a grant
Qualifying Households: Must be a homeowner of at least 3 years, no age restriction
3. Architectural Barrier Removal / Accessible Features Installation
Minor repairs to increase accessibility by removing physical architectural barriers or installing accessible features (grab bars, stair lifts, wheelchair ramps, etc.) which will allow elderly and disabled homeowners to age in place and remain safely in their home.
Eligible Housing Types: Single-family detached, condominium, townhome and manufactured home
Maximum Assistance: Up to $5,000 as a grant
Qualifying Households: Homeowners and renters are eligible but must be 62 years of age or older and/or disabled
4. Weatherization
Minor repairs to improve energy efficiency and reduce energy costs. Services include: · sealing air leaks; installing insulation in attics, walls, and floors; sealing and insulating ducts; installing a smart thermostat; replacing existing lighting with energy-efficient bulbs; performing tune-ups and repairs to heating and cooling systems.
Eligible Housing Types: Single-family detached, condominium, townhome and manufactured home
Maximum Assistance: Up to $3,000 as a grant
Qualifying Households: Homeowners and renters are eligible, no age restriction
Understanding the Household Income Limits
Each of the categories requires applicant incomes to not exceed 65% of Area Median Income (AMI). If you line up every household in the Apex area in order from least to most income, the AMI is the amount in the middle.
Each year, the income limits are updated. The chart below shows the current income limits by household size at 65% AMI.
A Community Investment
More than just a housing program, Apex Cares is a community investment. It helps seniors age in place, supports families in crisis, and ensures that all residents — regardless of income — can live in safe, healthy environments. For rental properties, landlords must contribute a 10% match and commit to renting to income-eligible tenants for at least five years, reinforcing the town’s dedication to long-term affordability.

“Since 2021, the Apex Cares program has assisted over 30 households with needed repairs that have increased the homeowners’ quality of life. In addition, the program enables the Town to achieve its goal of preserving naturally occurring affordable housing (NOAH). In this time of escalating home prices and high mortgage interest rates, NOAH plays a critical role in families — both young and old — having homes that they can afford and maintain in our community.”
The Apex Cares Housing Rehabilitation Program is administered through the Housing Division of the Community Development and Neighborhood Connections Department.
